There are a number of screen capture tools (some are free) that will let you take a screenshot of anything and draw and annotate that screenshot. And they would be more flexible (working over several applications) than what WL might offer.
That said, I do see the value in having a freeform Pen tool, and once this rises nearer to the top we'll implement one!
