Writing a scanner for a data set is easy. Is there a way to delete drawing objects from a program. I have lots of symbols, and I would like to delete all of a type of drawing object from those symbols. Is there a way to automate this?

Enable hidden file/folder visibility (Windows Control Panel > Folder options) and navigate to this directory:

"c:\Users\username\AppData\Roaming\Fidelity Investments\WealthLabDev\1.0.0.0\Data\DrawingObjects.Standard"

These are the user-created drawing objects stored. Choose one or more desired timeframe(s) and delete selected (or all) files/folders. Voila.

I would prefer to remove all of a type of drawing object. For example I would like to delete all vertical lines drawn on charts within the dataset. How would I accomplish this?

Frankly, I don't think that you'll accomplish this task without some effort because a) it's not supported and b) unless I'm mistaken, the collection of drawing charts is not exposed.

All of this information is in a file under the DrawintObjects.Standard directory. Is the format for this file public information? If so, then I could write a program outside of WL to open the files and filter the information.

No, this format is not disclosed by Fidelity.
