This is a market-taker software. However, Is Wealth-Lab a market-maker software or not ?
Can this software can be used for market-making or is there more tools that is not available ?

Making-making has never been considered, requested, or available. I'd put that in the 0.1% category - we're probably not going there any time soon.

A market maker is someone who uses limit orders, so sure you can be a market maker in WL!

I don't think anybody using WealthLab is getting paid for placing limit orders. Real market-making is taking both sides of a trade - usually quick way, not on a bar schedule - to capitalize on the spread. You need "level 3" to be a market marker.

You're talking about REGISTERED market makers.
