That's a good question (and probably a feature request). Each provider can assign a market by a virtual method, but generally speaking, the precedence taken is to look for the SymbolInfo.Market first and then default to UsaStocks if a market is not found in Markets & Symbols.
In short, if the market isn't assigned the way you want, then you need to create a record for the symbol in Markets & Symbols.
