Discovered by accident the drag reordering capability of Blocks, which currently behaves in a specific way:
-- it allows blocks to be dragged down but not up
-- the "+" sign is always displayed, but the Block is only moved, not copied, even when CTRL held.

Make drag and drop function per MS-Windows, i.e. move blocks with left mouse, copy blocks with CTRL+left mouse.

NB: noticed that the browser version has a more intuitive drag and drop methodology -- very nice! But still doesn't allow drag-and-drop copying a block, which would be a significant productivity enhancement.

It occurred to me that I haven't tried to copy a Block with Ctrl-drag and it's been more than a year since WL7 emerged. It's a shame that I no longer can name myself a power user. 😄 Nice suggestion though.

I get it, when your default mode is to go directly to C# code, it's too easy to miss the importance of an elegant and easy-to-use UI.
