The Strategy Monitor takes about 1.5 hours to activate all my strategies at this point which is why restarting WL is such a pain.

Could you copy/paste the SM log?
The log will help, but the first part of activating a strategy is updating the data - and updating histories of dozens of symbols in a quick way is something the IB API is not good at - there are data limits and throttling.
Here's a good way to think about IB historical data:
