Where is consec down? I don't see it anywhere in the building strategies.

ConsecDown is an Indicator. (By the way, OHLC/V are "Indicators" too.)
Just choose any rule with "Indicator" and then select your Indicator in the block.

I'm so confused. I'm trying to create a strategy where you enter if the close is lower then the previous day close 4 days in a row it will enter. I can't find out how to do that though
That's the built-in "Neo Master" strategy. Just open it from the Sample Strategies folder.
It's not Neo Master, which is essentially "TD Power of 9".
