What's the problem with the PC exactly? Even if the HDD is the bad actor, probably almost all the data is recoverable.. just depends how much it's worth to recover it.

WL7 does have a great export option to share between computers and for backup. I have exported all my strategies to a cloud drive for backup purposes.

True, and there’s a floating feature request to make the data folder point to a different location, for example a cloud drive.

Not sure if all users know, but you can right click on a folder of strategies and it exports the whole folder. Amazing timesaver.
