Let's clarify things a little. You've already opened a one-minute historical chart using TD as the data provider, great! Now you want to get streaming up to the tick updates? All you need to do is depress the "Stream" button on the toolbar, like you've done. During market hours, WL will update that chart second-by second with streaming data from TD.

You should not change the chart SCALE to seconds, this means you want to get a chart where each bar represents one second, and TD does not offer seconds-based historical data.
