Does it mean that "it will buy the bar next to the current bar at the close price of the current bar"?

WL8 works by looking at the data for Bar "N" and then making decisions on that data, and placing an order that will be filled on bar "N+1".

So, we add "Next Bar" to these Entry and Exit Blocks to reinforce that fact.

So, the BB is placing the trade at the market closing price on the bar following the one being processed.

So to be sure I understood:

"Buy next bar at market close" is the same than "Buy at limit 0% below close"? It buys the bar N+1 at the "close price" of the bar N, being N the bar that is being processed at present time.

Is it correct? I ask because I use both alternatives getting different results.

It’s not the same because a limit order behaves differently than an at close order. If the market gaps down below the limit price the order will get filled at market open.

Is there a way that Wealthsignals Publisher places "Buy Next Bar At Market Close"?

No, WealthSignals does not support orders at close.
