Guidelines on learning the language and backtesting the strategy

I'm new to creating systems and plan to learn C#. I plan to use Wealthlab as a trader i know recommended it to create trading systems. I've been a trader for the past 7 years and just started to learn about systematic trading. I would really appreciate if someone gives me a sort of guidelines on where to start exactly in terms of learning the language and backtesting the strategy. What are the system requirements for Wealthlabs? will it work on windows 8?
