I just downloaded Position sizers from WL extensions. I restarted WL, but these items are not present. Can you suggest what I could do to populate these position sizers?

If you're looking for them in the right place (which is the position sizing dropdown) after restarting AND confirming Windows UAC prompt, then hopefully this FAQ helps:
Extension installed doesn't show up after restarting application. Make sure the Extension Manager does show the MS123 PosSizers library on the
Addins tab after selecting
Other Extensions. If not, it wasn't installed properly.

I thought I was having the same issue, it took me awhile, but all you need to do (assuming everything was good from Eugene's link above) is go down to where it says Position Size, then PosSizer on the left hand side and choose the one that you want in the drop-down box.
