It's Quik connector (Russian extension).
When adding strategy to Strategy Monitor I am told twice about “Please connect to this broker in the order manager before selecting it”. What?) I did no selection yet). Ok – one window is because Quik connector is default in drop-down list maybe – still not sure this alert is appropriate as I may want to choose another connector when adding the strategy. Second warning is even more inappropriate.

I think it may have to do with changes in Build 10. Last known good broker provider now tries to auto connect.

I mean if you select the Dummy Broker in the Order Manager, does that make the message go away?

Yes, it does.
So you have to start QUIK to let Wealth-Lab connect to it on demand prior to opening the SM. Since QUIK is not running the broker provider fails to start. Alternatively you can make Dummy Broker the default choice because it always connects on demand. This is by (the new) design.
As I can change the default connector, these decisions look good for me, thanks.
