I often encounter a situation where the same historical data is redownloaded over and over again. At least queries to the data source are made at every run. Sometimes this hits data source limits. It would be nice to be able to use only cached data for all non live trading modules.

If the data are cached, they're not downloaded again. But your post is not specific enough for us to do anything with it. Start with:

1. Which provider(s), and,
2. What's the "situation"? Portfolio backtest? Strategy Monitor? Rankings? Signal Publisher? .. I could keep going...

And how did you determine that data was being "redownloaded"?

Also, if you don't want to download updated data, then File > Offline Mode.

2. The moment I run a backtest or evolver I see that there are requests (through the Log tab in IB Gateway). One request per symbol, as I understand it, but if there are a lot of them and also requests from other modules, they can stall in the limits. Offline mode is exactly what I was talking about, in this mode no unnecessary requests. However, as I understand from the name it turns off live trading also or it affects only backtests?

When you FIRST run a backtest, then yes you will get requests because the tool needs to load the data. Once the data is loaded, and you make changes in the same Strategy window, and then click Run Backtest again, the cached data will be loaded and no requests will be made again.
