Can the WealthSignals Publisher (Extension) be used in conjunction with WL4? If not, what alternatives exist for non-Fideltiy users?

The WealthSignals Publisher can not be used with WL4. It can only be used with WL 6.4 or greater.

By the way, I wonder how are you using WL4 in the U.S.? Neither the legacy (WL4) customer database contains any record for Shawn Fronzaglia nor the support portal has your past WL4 key request(s).

I've been registered as sfronz on the WL4 portal (http://wl4.wealth-lab.com) for some time.

So you're using the old website, not WL4. By the way, we're going to take it offline after WL 6.5 is out.
