Is the Hull MA Indicator available for use in a rules based strategy in Fidelity Wealth-Lab Pro 5.6?

Sure - it's a part of the Community.Indicators extension that you can install from this site.

Also, this tutorial video might be helpful after installing the library and restarting WLP:
