...where is it stored? It seems that WL usually remembers the last setting but then there are cases when I open strategy and all of a sudden a different (stale) value pops up. I feel like I'm missing something very basic.

At what point is it being saved to that file? When saving strategy, workspace, app exit?

Most likely, when app exits. Until then, it's kept in memory.
I don't know what a "stale" value is, but when you had multiple open windows, close one and open another, the new window can take the data loading and position sizing settings from the one that has become active, if their data is of the same scale.
