Is it possible to create a dataset with custom sampling?
The sampling seems to be limited to the sampling selection list when creating a new dataset.
In the data panel window, there is an entry box for custom sampling, but this requires a special download everytime the strategy chart is opened.
Seems the special download could be eliminated if a custom sampled dataset could be created.

No. When creating a new DataSet, only those data loading options can be selected that were made available by the developers.
On the other hand, saved workspaces and/or strategy-dependent preferences (in Preferences > Advanced Options) might serve as a workaround.

I already have the save data scales checked off in advanced options but it still downloads when opening the strategy.
My only remaining question is with regard to streaming data. Just wondering if the whole custom dataset must be downloaded when updating a new bar while streaming or if only the new data value will be added.

Uncheck on demand data updates in Data Manager + keep your DataSets up to date by updating them manually.

Once symbol's historical data has been downloaded/saved, streaming providers (charts/strategies) do only request the new data (also, Strategy Monitor does only request updates for 10-min bar scale and less).
