One CPU core is continually pegged at 100% usage after staging signals. Process Explorer shows a WealthLab thread spinning on WaitForMultipleObjects in the offending thread. When I close all strategy windows, one of the cores still remains pegged at 100% usage. No errors are reported during/after the staging completes.
When I exit and relaunch WLP, the issue does not exist again until I stage signals again.

So it happens after a successful staging? Hard to say, must be a temporary issue. Just staged 180 test signals using WSP 2013.05 w/o a hiccup.
In addition, you're running an outdated build of WealthSignals Publisher. The number of changes, including those related to staging signals, is quite big:
WealthSignals Publisher: known issues (fixed). Unfortunately, extension uploads are not yet implemented on the new website. :(
